I know this situation - it depends on the electronic flasher and the indicators.
Had the same situation and was changing the front-LED to other LED's in the windshield and now the the dash indicator light follows again the indicators.

Easiest way would be to try another (better) electronic flasher - i was trying 3 flashers and it was still the same - the indicators didn't suck/used enough power...

Hope this explains it - hope you can live with the always-on-one or find a finer flasher.
