Pleiades is on a distinguished road
Welcome on board rutalj.

The bike looks OK from the photos, but photos never tell the true story. 70K is a a big, but not silly mileage for a 2009 bike. If it has been properly and regularly maintained, and that's a big IF, it will probably be fine. You need to see hard evidence of this (documents, service book stamps, receipts etc.)

The biggest (most expensive) issues on a 70K 8 year old bike will be:

1) The suspension (as you suggest) - it is not the strongest/longest surviving part of the Tenere. Expect, especially the shock, to be sagging more than it should.

2) Headrace bearings - If they've not been regreased at least every 15K, they'll be corroded and notchy.

3) Suspension linkage and swingarm pivot - Again, if these have not been regularly stripped, cleaned and greased the bearings will be shot.

However, if it has been looked after properly, then none of the above will be an issue. Check these points closely and all the usual stuff you would on any used bike. Also make sure all gears select properly, there are no knocks from the right-hand crankcase and the charging/electrical system is fit and well.

Based on what I can see from here and tell from the translated(!) listing, I wouldn't want to be paying much more than EUR3500 for it. Obviously an actual inspection of the bike may push this up/down by maybe EUR500?
