I believe retesting at license renewal (in the UK) should be mandatory for everyone. I've had this discussion with lots of organisations from the IAM, Police, Fire, Ambulance, even a test examiner. They all agree its a good way forward, but the examiner made another point, we don't have capacity to do it and cover the influx of new drivers. Sad when lives are put at risk because a politician is too afraid to say to drivers " you need to pay more for your test, so we can support a higher standard of driving".
I would at least like to see some sort of Highway Code retest at renewal, that would be easy enough to roll out.

Couldn't agree more.
I recently did a speed awareness course for doing 37mph in a 30 area.
Well worth doing actually.
I learnt loads of things that had changed in the 25 years since I passed my test.
One of the things I learnt was it's your responsibility to know the updates in the Highway Code. This book is updated 8 times per year apparently.
I haven't looked at it in 25 years until now that is.
