There are more fuses other than those in the main fuse box... Have you remembered the fuse on the main/starter relay? All the power to everything passes through this unit.

It has two fuses under clear plastic covers on top (one of which is a spare). Swap them over. Also check all the connections are good here; the two big threaded load terminals and the male spades on the unit and the females in the connector.
