All 2017 motorcycles in the UK will require a full emissions test and will not pass the test without a three-way catalyst in place. You could I guess remove the cat until the first MOT is due at 3 years (and most likely void your warranty), or fit a de-cat pipe between tests thereafter?

Only on motorcycles making 47hp (35kW) or less. There was an amendment made in 2012 to legislation to appease the motorcycle lobby groups which basically restricted the anti-tamper rules to only restricted/learner bikes (50cc, 125cc, A1 and A2 etc.). Anything over 47hp can be tampered with, but obviously within the constraints of an MOT test in the UK.
