This is pretty important. The pipe that connected to the part in your photo on the AIS valve must be blocked. This can be done at either the air box end or the valve end.

The valve will still open and close, just as it did before. If it has not been blocked then unfiltered are will get sucked into the "clean" side of the air box when the valve opens. Ideally this part should have been left in place (and the rest of the AIS, or removed completely. Your setup seems to be neither one not the other?
