Why? It's a common factor throughout the automotive industry. It stops manufacturers being taken to court by every nummnutts who gets a ticket for speeding. If you are captured at 33mph outside a school it means your speedo is reading closer to 37mph and you deserve a ticket.
Alternatively, stick to the limits and you are riding responsibly (in terms of appropriate use of speed) and can pay more attention to the hazards, rather than wondering if you are over the limit.
3mph difference in <town> traffic makes no difference whatsoever, and travelling at 27 rather than 30 will make a difference to that child you hit. Speed limits are
LIMITS, not targets.
