As an alternative to sanding down and coating the outside, you may find it more appropriate to coat the inside with a two part epoxy. I saw a kit for treating classic car/bike fuel tanks in a place I used to use called Frost auto restoration. To save you a spot of looking, Frost's is out of stock, but it POR15 brand stuff from the US.
