No points, it isn't a driving offence. There's lots of things available to an officer and it will depend on which force area you are in, ranging from a word of advice to a section 59 or ending up in court for a breach of the Construction and Use regulations. Most common is a rectification notice, this gives you 14 days to correct the "noise" and take the bike to an MOT station who will verify you've fixed it and you take the paperwork to the police station, or otherwise (unlikely) a 30 fixed penalty.
