Mounting screws front fender won't go all the way in

I recently had my front fender and mud guard off for when I serviced my front fork, and when it came to reassembling everything again I couldn't make the two forward screws that holds the front fender onto the triple clamp screw all the way in. I guess maybe there is a couple of mm's of space between the top of the fender and the triple clamp when the screws are as far in as they will go.

When I was about to fit everything on the bike again I noticed that I had 8 identical looking screws except for the length, for the frond fender/mud guard, with two of them being shorter than the others. Couldn't remember where the two shorter ones should go, but I have some vague memory of them being the rearward screws of the front fender (tried using them in the front position hoping that I would be able to get them all the way in, but no luck).

Anyone with similar problems?
