I find that a little bizarre? A 'voltage discrepancy' will affect the ECU, but the ECU is not going to cause one. The ECU has no control over electrical system voltage. The only things that would realistically cause a spurious voltage in the bike's electrical system would be a duff battery (or connections), poor earthing (or high resistance in any connector for that matter), a short/open circuit or a faulty regulator/rectifier unit (which would most likely only affect the voltage adversely when the engine is running).

I am very doubtful the ECU is the cause of your problems.

Can you allude to whether this 'discrepancy' was a higher or lower than expected voltage and whether it was there with or without the engine running? Also where did they measure the voltage to draw this conclusion?
