Valve clearance adjustment question

I read the procedure from the manual and am a bit confused. I am not new to valve clearance, having owned a bunch of old beamers before, but this bike seems a little different.

I am used to adjusting the clearance at TDC on the compression stroke for one set of tappets, then rotate the engine to TDC on the exhaust stroke and adjust the other set of tappets. In the book, the instructions are to set the clearance for all four valves on the compression stroke....did I get that right? Can someone explain the logic behind that?

I have never done tappets any other way.. only need rotate the motor if it has more than one cylinder....
TDC on the compression stroke.. when both sets of valve's are closed..
